Sub: Order under Sections 11, 11(4) and 11B of the Securities and Exchange Board of India Act, 1992 in the matter of Spectacle Infotek Limited (earlier known as Spectacle Industries Ltd.), Goldstone Technologies Ltd., Gemstone Investments Ltd., LGS Global Ltd. and Well Pack Papers & Containers Ltd. in respect of Ms. Rekha Bhandari, Shri Sunil Bhandari and Ms. Dipika Dinesh Kankaria
Attention of the trading members is invited to the Exchange Notice No. 20110203-1 dated February 03, 2011 wherein SEBI vide its ad-interim ex-parte order no. WTM/KMA/ISD/353/02/2011 dated February 02, 2011 had restrained 39 entities including Ms. Rekha Bhandari, Shri Sunil Bhandari and Ms. Dipika Dinesh Kankaria from accessing the securities market and further, prohibited them from buying, selling or dealing in securities in any manner, whatsoever, till further directions.
Attention of the trading member is also invited to Exchange Notice No. 20110708-22 dated July 08, 2011 wherein SEBI vide its order no. WTM/KMA/ISD/353/02/2011 dated July 08, 2011 confirmed the directions contained in the interim order dated February 02, 2011 against certain entities including Ms. Dipika Dinesh Kankaria.
Further, attention of the trading members is invited to Exchange Notice No. 20180131-34 dated January 31, 2018 wherein it was informed that the Hon’ble Securities Appellate Tribunal (SAT) vide its Order dated January 12, 2018 has quashed the impugned order qua the appellants viz. Ms. Rekha Bhandari and Mr. Sunil Bhandari and directed SEBI to pass fresh order after giving opportunity of hearing to the noticees.
SEBI now, vide its Order no. SEBI/WTM/MPB/EFD-DRA-II/135/2018 dated February 09, 2018 has issued the following directions:
· The directions against the below mentioned entities vide its interim Order dated February 2, 2011 shall stand revoked with immediate effect :
